The short answer
There is no public Sales Navigator API. LinkedIn says: "We are not currently accepting new partners for access to the LinkedIn Sales Navigator API."
What SNAP is
SNAP (Sales Navigator Application Platform) is LinkedIn's API program for approved partner companies that build sales apps. Its documentation on Microsoft Learn lists three services:

Getting your leads out of Sales Navigator
LinkedIn does not offer a CSV or Excel export of leads or accounts on any plan. Its official route out is CRM Sync on Advanced Plus.
For most developers the real need is a file or JSON of search results.
